The Target Property

The target property at 25 Marine Parade, Redcliffe has a street frontage of about 21.6 metres. The area of the property is 554 square metres.  

The height of the approved building is 25.034 metres comprised of 7 storeys.

The property tapers toward the rear where that boundary is only about 12 metres.

Section 7 of PSP - Residential Design

Important is Important

This section 7 of the PSP-Residential Design states it is important. The authors of the policy instrument show that their intent when drafting this section that Building Height in relation to Site Area that this part of the adopted policy instrument is more than a guide. For a building with a height of between 21 metres and 27 metres it is important to have a minimum area  of 1600 metres2 and a minimum primary road frontage of 30 metres. 

The target property fails to meet both those important criteria and both the application for a material change of use, and the the Council’s approval assessment report show blatant disregard for the adopted policy, even though the authors marked it as important.

One wonders if there is perhaps some collusion between a lodging town planner (I.B. Town Planning) staff member and the Council’s planning officers to each exclude mention of this section 7?

The clear intent of the authors of the PSP - Residential Design section 7 is that the site area metric is important. And yet the assessment officer has chosen to totally ignore the metric and to omit any reference to it in the assessment report.

The omission of this important metric is yet another indication of the adoption of the practice of normalisation of deviance within the Council.
