Waste Management

The Waste Management program for the approved “Material Change of Use” application does not comply with the adopted planning scheme documents.


There are two solid deviations from the adopted policy for Waste:-

 1: Section 4.1 on page 5 of the adopted planning scheme PSP - Waste states in section 4.1 (emphasis added):-

 Each dwelling house and dwelling forming part of a dual occupancy or multiple dwelling with less than 6 dwellings is required to have a minimum of one wheeled bin for general waste and one wheeled bin for recyclable waste.

 Where that is shown as a requirement, in the approval assessment report on page 13 it is stated:-

 The program proposes use of 4 x 240L bins for general waste and 2 x 360L bins for recycling.

 That proposal is not in accordance with the PSP - Waste adopted policy.


 

2: In Section 7 of the PSP-Waste it states on page 8 (emphasis added):-

 

Where wheeled bins are to be serviced on the kerbside of a public street the following requirements apply:

5. the service point is not on a driveway or in front of any other property.

 

In order to deflect from the published requirements, the Assessment Report explains the pickup location as being “generally not acceptable” rather than a requirement that it must not be in front of any other property. The report then states that this deviance is “an acceptable outcome given there is no safe alternative”. There is a safe alternative that is simply disregarded. That safe alternative is for the pick-up point to be on the opposite side of the street, and there is a raised pedestrian crossing which would provide a safe crossing.

 The Body Corporate for the neighbouring property at 17 Marine Parade does not give any approval for the pick-up point of waste and recycle bins to be in front of its property. Submissions in this regard have been blatantly disregarded by assessment officers. The proposed area is directly in front of the Fire Emergency Services booster connection cabinets for the 60 unit building.

 


SUMMARY:

The approval as documented is further evidence of the adoption of a stance of normalisation of deviance by the City of Moreton Bay. The approval of the non-conforming waste management program for the development is yet another example of the blatant dismissal of the adopted planning policy and of deflection from that policy.
